Lenoir Mayor Joe Gibbons has been selected to serve as chairman of the Western Piedmont Council of Governments policy board for the next two years. Gibbons, who previously served as vice chairman, was selected to serve as chairman from Jan. 1 through Dec. 31, 2025 and succeeds Hickory Councilwoman Jill Patton, who recently completed a two-year term on the board.
The WPCOG is the Western Piedmont Council of Governments, a regional planning agency in western North Carolina. A “Council of Governments” or COG, more often called a regional council, is a voluntary association of city and county governments who work together to solve mutual problems.
The WPCOG is governed by a Policy Board which includes delegates and alternates appointed by each of the 28 city and county member governments.  Each city and county member government has one vote. The Policy Board also includes seven non-elected members who represent the private sector.
An Executive Committee including a Chairman, Vice-Chairman, Secretary, Treasurer, Past Chairman and four at-large members is elected annually by and from the Policy Board at their November meeting.
The Policy Board meets in the evening on the Fourth Tuesday of every odd month. Executive Committee meetings are scheduled in the even month
