A Rhodhiss man is facing charges. 52 year old Toby Alan Horne faces felony discharge of a weapon into an occupied dwelling or vehicle among other charges. He was arrested by Caldwell County officers. Horne reportedly fired and struck a neighbor at a Magnolia St residence on Wednesday. That victim was treated at the scene, requiring no further treatment. The SWAT Team eventually used a less that lethal chemical munition, then took him into custody. Bond was set at $50,000. The case remains open, more charges are possible.
